Government fuel items and fuel filters
One national list of fuel items gives every fuel the same identity everywhere: on a merchant's fuel SKU, a government price, a report row and a store filter. The store list, the store map and the Driver App filter stores by these items.
Overview#
A government fuel item is one fuel product as the state price notices name it, such as Diesel 0.001S-V or RON 95-III. Every merchant fuel SKU links to exactly one item, and vehicle fuel types link to items too. Reports, store filters and price comparisons always group by the item, never by a merchant's own SKU code or name. The platform team maintains the list; merchants pick an item for each fuel SKU and cannot add one.
Fields#
| Field | What it holds |
|---|---|
| Code | A unique identifier. Filters and links name the item by its code |
| Name | The Vietnamese product name, for example Điêzen 0,001S-V. It is shown as is on every screen, in both languages, and is not translated |
| Type | Fuel for petrol, diesel and kerosene; Others for heavy fuel oil (mazut) |
| Unit | Litre for the fuel items, kilogram for the two mazut items |
| Sort order | The item's place in every list and chip row, then by code |
| Official price published | Whether Petrolimex publishes an official retail price for it. Charts label an item without one rather than showing a gap |
| Active | An inactive item is no longer offered for new fuel SKUs and no longer counts as sold |

The trade-profile templates cover only the first nine items in the list. Confirming a store's government prices creates a merchant SKU for every item that has a current government price in the store's zone, whatever the template. The rest mainly identify fuels merchants already sell. Prices per item and zone are on Government fuel prices.
Rules#
Linking SKUs to items#
- A fuel SKU must name its government fuel item, shown as Government fuel item on the SKU form. Saving one without it fails with "Choose the government fuel item for a fuel SKU.". The merchant API applies the same rule, also on updates.
- SKUs of other types need no item.
- Only active items can be picked. A SKU that already links to an item keeps it after the item is deactivated, so the SKU stays editable.
- Saving a fuel SKU never creates or renames an item. Items are added only by the platform team.
- SKU fields and types are described on SKUs and services.
What "a store sells this fuel" means#
- A store sells item X when it has a price in effect now on an active fuel SKU linked to X, and X is active.
- Stores of PVoil Easy and Petrolimex merchants price refuels without a price list. They sell every active item their merchant's active fuel SKUs link to.
- Only SKUs of type Fuel count. SKUs created for the mazut items take the item's type, Others, so they do not count.
- The answer is worked out ahead of time and stored. It refreshes when prices or stores change and in an hourly sweep. A store with no stored answer counts as not selling the fuel.
- A fuel filter only narrows the stores a user may already see. It never shows a fleet a store that the visibility rules hide. See Which stores tenants and drivers can see.
- Choosing several items shows stores that sell any one of them.
Web store list and store map#
- The store list has a Fuel column listing each store's items, or "—" when it sells none.
- The filter sheet has a multi-select Fuel filter, placeholder Any fuel. An Excel export of the list is narrowed the same way.
- The store map has a Fuel: chip bar. Toggling a chip reloads the pins for the current view, and Clear removes every fuel chip. The bar is hidden when no store sells any item.
- Each pin popup lists the store's items under Fuel sold.
- The fuel filter applies to every role, operators included.
- The options are the items at least one store sells, across the whole platform. Only active stores and active items count. A fleet may therefore pick a fuel that none of its own stores sells, and get no results.
- A link to the page that names an active item no store currently sells keeps that item selected, so the page shows no stores rather than all of them.
Driver App#
- A fuel chip row appears on Home (nearby stores), on the store map and in the store picker for a refuel. The purchase and work pickers have no fuel row.
- The first chip is All fuels, which clears the filter; tapping the selected fuel chip again also clears it. The row is hidden when there are no options.
- One fuel is selected at a time, and the same selection applies on all three screens.
- While a fuel is selected, the app shows only stores that take refuels.
- Store cards and the map pin sheet show the store's items as chips, with the selected fuel highlighted.
- Step-by-step use is on Find stores that sell a fuel.
Which fuel the Driver App selects#
The app picks the active fuel in this order:
- The driver's own choice in this session, either a fuel or All fuels.
- Otherwise, the current vehicle's suggested fuel.
- Otherwise, the fuel the driver last chose on this device, if some store still sells it.
- Otherwise, no filter.
The current vehicle is the one the driver selected, or the only vehicle assigned to them. Switching vehicle drops the session choice, so the new vehicle's suggestion applies. Signing out forgets the saved choice.
Calculations#
Suggested fuel. For each vehicle, the platform counts its completed refuels in the last 90 days whose SKU links to an active item. The most-refuelled item comes first; ties go to the most recent refuel, then to list order. Cancelled or unfinished refuels do not count. The vehicle model's accepted fuel types are not used, because a model often lists every grade. A vehicle with no refuels in the window has no suggestion.
Edge cases#
- Suggested fuel no store sells. Its chip is still shown, placed first after All fuels, and the empty message names it.
- No results. The Driver App says which fuel produced the empty list: "No nearby stores sell {fuel}" on Home, with "Widen the search on the map or clear the filter." and the buttons Open map and Clear filter; "No stores in this area sell {fuel} — zoom out or clear the filter" on the map; and "No stores sell {fuel} — clear the filter to see all refuel stores" in the picker. On the web list, an unknown fuel code also gives an empty list.
- Fuel list unavailable. If the app cannot load the options, stores still load and a suggested fuel still applies.
- Opening a store directly. A store opened from a link is never hidden by the fuel filter.
- Deactivated item. It drops out of the options and store chips at once, and out of the stored answer at the next hourly sweep. In the Driver App, filtering on it finds no stores.
